Entitled customer – essential knowledge minimum

• Since 1 January 2006 every end customer (who purchases electricity for own needs) is entitled to choose a supplier.
• If the end customer is not satisfied with electricity price or provided services, he is entitled to change his supplier.
• Customer can choose one of two regimes for electricity supplying:
  1. Regime with own responsibility for a deviation
  2. Regime with delegated responsibility for a deviation
• Regime with own responsibility for a deviation means that the end customer is registered as „the Subject of settlement“ under OTE rules (pls see the web links). In this case they are obliged to purchase on the basis of their off-take diagrams and register these purchases on an hourly basis in OTE information system. When the real consumption is metered at all delivery and transfer points (hereinafter referred to as „OPM “) the distributor will send these values of OTE system. OTE will calculate a difference between purchase and metered off-take of all OPMs and a size and price of the deviation is evaluated under OTE rules. This price is usually higher than price of purchased electricity in the market. The customer is directly financially responsible to OTE within this regime for any „deviation“ or for any discrepancy between purchase and off-take. The advantage of this regime can be especially seen by those end customers who are able to make a good prediction and optimise their purchase as well as utilise an option of deviation balancing in their balance group (the group of all OPMs, for which the end customer is responsible for the deviation).
• Regime with delegated responsibility for a deviationmeans that the customer is registered only as „the Registered market participant“ under OTE rules. The customer is not obligated to report on their purchases to OTE. This service is carried out by the supplier. The customer is not directly financially responsible to OTE within this regime for any arisen deviation or for any discrepancy between contracted and metered values. Any deviations are accounted for to a supplier instead of a customer, who compensates any financial loss within an increased (contracted) electricity price.
